NFER is the national centre to deliver PISA 2018 in England, Wales and Northern Ireland

The National Foundation for Educational Research (NFER), a leading independent educational research and assessment charity, has been commissioned by the Department for Education, Welsh Government and Department of Education (Northern Ireland) to form the National Centre for the OECD Programme for International Student Assessment (PISA) 2018 in England, Wales and Northern Ireland.

OECD PISA is a triennial international comparison study, which evaluates education systems worldwide by testing the skills and knowledge of 15-year-old pupils in the key subjects of reading, mathematics and science. Pupils representing around 70 countries and economies are expected to participate in PISA 2018.

Countries and economies participating in successive cycles of PISA compare their pupils' performance over time and assess the impact of education policy decisions using a measure not connected to their national policy.

PISA 2018 will be the seventh cycle in the series in which England and Northern Ireland have participated since 2000, and Wales since 2006.

NFER Chief Executive Carole Willis commented: “We are delighted to have been asked to form the National Centre for PISA 2018 in England, Wales and Northern Ireland. NFER has many years’ experience of delivering international surveys and we recognise the importance of benchmarking UK country results against those of other countries around the world. Our proven survey administration and management skills, combined with robust analysis of complex data will enable us to produce findings which will inform education policy in the UK and other countries. The findings will be used to improve teaching and learning in science, maths and reading for pupils around the world.”

The PISA field trial will be administered in schools in March 2017, and NFER will be working with sampled schools from January 2017 to ensure that each step of participation is a success. The PISA 2018 study will be administered in schools during November and December 2018 with the international and national reports being published in December 2019. NFER has been the National Centre for Scotland since PISA 2009 and formed the National Centre for England, Wales and Northern Ireland for PISA 2006, 2009 and 2012.

  1. About the PISA National Centre
    NFER will be the PISA 2018 national research centre conducting the survey on behalf of the Department for Education (DfE) (England), the Department of Education (DE) (Northern Ireland) and the Welsh Government.

    The role of PISA 2018 National Centre is to:

    • Undertake the National Project Manager role, acting as the UK representative within the OECD’s PISA 2018 delivery board and inputting to the decisions on how PISA 2018 will be delivered across all participating countries.
    • Administer the PISA 2018 study in England, Wales and Northern Ireland according to the specification agreed at international level by the PISA Board of Participating Countries, and meeting OECD requirements in order that data for the UK is included within the international dataset, analysis and reporting.
    • Collect sufficient data for results to be reported separately for each of England, Wales and Northern Ireland as sub-national regions in the annexes of the international reports.
    • Prepare and disseminate national reports for each of England, Wales and Northern Ireland, which present their results in both an international context, and according to the priorities of each devolved authority.
