Sir Jim Rose
Sir Jim is President of the Education Development Trust (formerly CfBT).
Following a teaching background, including two inner-city headships, Sir Jim Rose subsequently became Her Majesty’s Chief Inspector (HMI) of Primary Education (3-13) and Director of Inspection for the Office for Standards in Education (Ofsted). His senior posts within HMI also included responsibilities for Special Educational Needs, the education of ethnic minority pupils and initial teacher training (ITT). He has extensive international experience of education and school inspection services. He retired from OFSTED in July 1999 and has since acted as an independent consultant in education at home and overseas.
At the request of the Secretary of State, he chaired the 1999 Independent Scrutiny of the National Assessment Tests for Primary Schools, led an Independent Review of the Teaching of Early Reading in 2006, as well as an Independent Review of the Primary Curriculum, and of Dyslexia in 2008. He was also a member of the 2009 Expert Group on assessment, and Vice-Chairman of the 2020 Review Group on personalised learning.
Sir Jim has always valued NFER’s work highly and has used its research evidence in his independent reviews for the Government.
