Jude is the Quantitative Research Director at NFER, joining the foundation in March 2016 on a secondment from the role of Deputy Director within the Evidence, Standards and Analysis Group at the Department for Education (DfE).

He is an experienced former Government statistician with over 25 years’ experience including 5 years at the DfE where he was Head of Profession for Statistics. During this time, he was responsible for managing DfE’s major data collections which underpins the distribution of over £40 billion of Central Government funds to local authorities and schools and for the updating and maintaining the School and College Performance tables, which is a key part of the accountability system.

As well as overseeing the collection and development of DfE’s major data sources, Jude was the Senior Responsible Owner for DfE’s School Performance Tables and led their accountability system reforms. He also managed DfE’s National Pupil Database and improved user access to it. In addition, Jude developed innovative new statistics for the Secretary of State to measure schools’ success in helping pupils to progress to future destinations. Furthermore, he led a project that linked together education records with HMRC and DWP earnings and benefits data to create DfE’s new Longitudinal Educational Outcomes database.

At NFER, Jude has been the lead author on some recent NFER research into the role of Regional School Commissioners and is the principal investigator and project director of a major new quantitative research project that NFER are taking forward on teacher retention and turnover, which is being funded by the Nuffield Foundation.

Jude has a Bachelors degree in Mathematics and a Masters in Applied Social Research.
