The Special Educational Needs Tribunal was set up as an independent body to hear appeals from parents against LEA decisions about their children with special educational needs. This NFER study of the impacts of Tribunal decisions on LEAs' policies and practices is based on a national survey and follow-up studies of 25 LEAs which had either an above- or below-average rate of appeals.
