NFER was commissioned by the Local Government Association (LGA) to undertake research to examine the reactions of a small number of authorities to their inspection report and to document, in some detail, the actions taken to respond to criticisms, taking account of the different change models adopted. The research was carried out between September 2001 and March 2002 and before OFSTED introduced changes to its framework of inspection in the spring of 2002.
